Promoting innovation through patents - Green Paper on the Community patent and the patent system in Europe

This Green Paper aims to present an assessment of the patent system in Europe; whether it meets the needs of users, whether new Community measures are necessary and what such measures could be taken. The paper provides the basis for wide-ranging consultation of interested parties, other Community institutions and competent authorities in the Member States on the protection afforded to innovation by the patent system in Europe.
